This position serves as the Chief of Administration/Business Manager for the organization assigned. The primary purpose of this position is to manage the administrative and business operations of the organization and serve as the principal advisor and management consultant to the Park and the organization's management team for administrative matters.
Duties
This position is a Shared Services position for Ulysses S. Grant National Historic Site (ULSG) and Ste. Genevieve National Historical Park (STGE). As such, the incumbent is tasked with the supervision of the administrative staff at the two parks and serves as the Administrative Officer responsible for managing administrative and business operations. The Administrative Officer is the principal advisor and management consultant to the Superintendents and park management teams for administrative matters and is often required to troubleshoot a wide range of situations. The incumbent is responsible for directing and coordinating planning activities to include complex and highly sensitive tasks and projects and is responsible for advising the park management teams and staff on all administrative and business matters.
Ulysses S. Grant National Historic Site is located in Affton, Missouri, a suburb of St. Louis in St. Louis County. The National Park Service interprets the life of Ulysses S. Grant, the victorious Civil War general who saved the Union and served as the 18th President of the United States, his family, and enslaved African-American residents of his St. Louis home. He first met Julia Dent, his future wife, at White Haven, her family home, in 1844. Grant's association with White Haven lasted for over 40 years, and from 1854 to 1859 Grant lived and worked on the property.

Qualifications
All qualifications must be met by the closing date of this announcement-12/20/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: Have one year of specialized experience equivalent to the GS-9 level in the federal service. Specialized experience is defined as managing and coordinating a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying and making recommendations to the park's Management Team related to program and process improvements; programs, tracks, reconciles and closes out budget and financial plans and operations; develops and implements alternative solutions to administrative matters; serves as subject matter expert, keeping current on administrative program-related policy and providing recommendations related to Finance, Human Capital Management, IT, and Special Park Uses. You must include hours per week worked.

EDUCATION: Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours). You must include transcripts.

COMBINATION: Have an equivalent combination of such education and experience. For example, I have six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
