The Chief of Administration/Business Manager is responsible for directing and coordinating unique and/or critical management planning activities to include complex and highly sensitive tasks and projects and is responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business.

Duties

This position is a Shared Services position for Ulysses S. Grant National Historic Site (ULSG), Ste. Genevieve National Historical Park (STGE), New Philadelphia National Historic Site (NEPH), and Springfield Race Riot National Monument (SPRA). As such, the incumbent is tasked with the supervision of the administrative staff at the three parks and serves as the Chief of Administration responsible for managing the complex and complicated administrative and business operations of the parks. The Chief of Administration/Business Manager is the principal advisor and management consultant to the Superintendent and park management team for administrative matters and is often required to troubleshoot a wide range of unusual situations. The incumbent is responsible for directing and coordinating unique and/or critical management planning activities to include complex and highly sensitive tasks and projects, and is responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business. This position is applicable to a park that is of large size and substantial complexity, the duties of which are to perform, under general supervision, with wide latitude for the exercise of independent judgment, work of a high order of difficulty and responsibility along special technical, supervisory, or administrative lines in office, business, or fiscal administration requiring administrative training and experience which has demonstrated leadership and attainments of a high order in specialized or administrative work. Qualifications

All qualifications must be met by the closing date of this announcement-10/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: Possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that demonstrates the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Specialized experience includes, but is not limited to, the following: planning, managing, executing, evaluating, and facilitating the full range of all aspects of a complex administrative program and operation; supervising administrative and/or program staff engaged in administrative programs and support functions such as budget, finance, property management, contracting, agreements, information technology, revenue and fee business, travel functions, concessions, and payroll; applying a variety of Federal laws, regulations, and policies, in areas such as human resources management, acquisition management, payroll systems, business practices and operations, legal and regulatory aspects of the use of funds; administering internal organizational program audits; and developing and formulating alternative solutions to complex administrative matters. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
