The Attorney Advisor (Consumer Protection) is responsible for providing legal support in the examination, supervision, and enforcement of fair lending and consumer protection (including unfair or deceptive acts or practices) matters related to the regulated entities.

Duties

Office of Consumer Protection The Office of Consumer Protection (OCP) is responsible for providing comprehensive support for the examination and ongoing supervision of FHFA's regulated entities including Fannie Mae, Freddie Mac, and the Federal Home Loan Banks in the areas of fair lending, fair housing, equitable housing, and consumer protection (including unfair or deceptive acts or practices), and with providing policy, legal, and investigative expertise in these areas. Major Duties & Responsibilities Serves as an Attorney Advisor (Consumer Protection), providing fair lending, fair housing, equitable housing, and consumer protection (including unfair or deceptive acts or practices) legal analysis, including legal standards and supervisory policy. Provides input for legal determinations and conclusions in matters involving fair lending, fair housing, equitable housing, and consumer protection (including unfair or deceptive acts or practices). Conducts legal research concerning fair lending, fair housing, equitable housing, and consumer protection (including unfair or deceptive acts or practices) matters related to the regulated entities. Drafts advisory bulletins and other policy documents on fair lending, fair housing, equitable housing, and consumer protection (including unfair or deceptive acts or practices) in consultation with other offices and divisions when appropriate. Provides support for examination staff in fair lending, fair housing, equitable housing, and consumer protection matters. Provides support to Division of Housing Mission and Goals in fair lending, fair housing, equitable housing, and consumer protection conservator matters as requested. Leads exam teams investigating complex matters in fair lending, fair housing, equitable housing, and consumer protection as necessary. Assists in development of agency rulemakings related to or implicating fair lending, fair housing, equitable housing, and consumer protection. Performs other duties as assigned.

  • Employees must possess and maintain active bar membership while employed as an attorney with the FHFA.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: BASIC REQUIREMENTS: All applicants must possess the following: J.D., L.L.B., or L.L.M degree AND Active BAR membership in good standing in any state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. In addition to meeting the above basic education and BAR membership requirements, applicants must also meet the following minimum qualifications for their desired grade level: MINIMUM QUALIFICATIONS: Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with three or more of the statements described below. Examples of specialized experience include: Conducting legal research and analysis and communicating legal concepts both orally and in writing. Performing work related to federal fair lending, fair housing, equitable housing, and/or consumer protection (including unfair or deceptive acts or practices) legal analysis, including interpreting legal standards and supervisory policy. Providing advice and guidance to leadership and staff on implications and applicability of fair lending, fair housing, equitable housing, and/or consumer protection matters. Leading and conducting investigations or examinations involving complex fair lending, fair housing, equitable housing, and/or consumer protection matters. Legal experiences with housing regulated entities and federal consumer financial protection laws strongly desired. **Failure to provide your transcripts, when required, for any of the options above will remove you from the hiring process.** Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
