This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.
Duties
As a Associate Deputy Assistant Secretary For Research Evaluation and Monitoring, you will:
Assume overall responsibility for the research, evaluation, and demonstration program involving planning and coordinating the organization of work and assignment of functions; adjusting workloads; and proposing revisions in staffing levels, work priorities, and deadlines across each OREM division.
Perform ongoing managerial functions, including: Preparing and reporting to the Deputy Assistant Secretary budget estimates, requirements, and justifications. Managing the design and execution of research projects, including supervising the contract management functions of the Office of Research, Evaluation, and Monitoring.
Assign work; set performance standards, review work products; keep employees informed of policies, procedures and goals of management.
Evaluate employee performance, recommend promotions, reassignments, other status changes, or recognition of outstanding performance; initiate position classification action.
Receive complaints and grievances, resolve most of those which can be informally resolved. Propose disciplinary actions and counseling of employees. Provide for employee development through on-the-job and employee classroom training.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes all of the following:
Assisting in developing and implementing management strategies, policies, and procedures to improve the overall management of an organization; AND
Providing leadership, direction, and coordination of a team's daily operating activities in support of the organization's directives and goals; AND
Assisting in the development and implementation of an agency's strategic plans and evaluation plans with an emphasis on research, demonstrations, or evaluations on alternate forms of housing assistance, community development, and disaster recovery; AND
Communicating key program or agency information to upper management, internal and external stakeholders; AND
Directing and supervising a professional staff.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
