This vacancy is for a Supervisory International Trade Specialist in the International Trade Administration within the Department of Commerce.
Duties
As a Supervisory International Trade Specialist, you will perform the following duties:
Develops policies and procedures to techniques and strategies, communication and coordination with trade agencies involved in the implementation of trade policy and enforcement of the trade statutes, monitoring the effectiveness of the agency's efforts and making necessary changes or developing new approaches to solve implementation and regulatory enforcement issues.
Participates actively in formulating, developing, implementing, and ensuring the effectiveness of E&C policies and initiatives with respect to Section 232 exclusions and other portfolios concerning trade policy, negotiations, and compliance.
Directs a team in conducting deep-dive reviews to determine, the ability of U.S. steel producers to supply specific steel products required by individual domestic U.S. consumers, and generating recommendations to BIS on whether to approve or deny the requests; and ensures that reviews are conducted following a prescribed set of procedures and analytical factors.
Serves as a principal liaison on trade policy and implementation and enforcement of trade statutes to coordinate these matters. In these and related areas, assures that policy and decisionmakers benefit from the relevant, focused and high-quality implementation and analytical work of trade professionals within the 232 steel and aluminum exclusions program and other portfolios concerning trade policy, negotiations and compliance.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS- 15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as:
Leading and assisting staff in trade policy and trade statutes such as Section 232 Exclusions, and in minimizing export barriers and unfair import surges identified via outreach to stakeholders and clients;
Leading staff in their completion of assigned trade import and export cases, reviewing and assessing for relevance to specific trade agreement(s) and trade statue(s); and
Implementing trade policy goals, strategies, programs and new initiatives, including leading staff in this effort.; and
Leading staff in identifying U.S export objectives/equities in negotiations, questions, and drafts of specific desired commitments by trading partners.
