The incumbent is to assess the productivity, effectiveness, and efficiency of programs and to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities, equipment and software applications and serves as a Supervisory Program Application Specialist within the Health Administration Service, providing direct leadership, to include management of the Business Office Section functions. (Buisness Office Manager)
Duties
The employee plans and carries out projects to improve the efficiency and productivity of the Medical Center Area of Health Administration Service (HAS).
Carrie out supervisory functions of staff assigned to the Business Office.
Identify, analyze, and make recommendations to resolve problems and situations that may require substantially altering existing systems or establishing criteria.
Assess the productivity, effectiveness, and efficiency of program operations.
Analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities and technical hardware, equipment and software.
Serve as the integrator that coordinates the business process and software functions.
Provide continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
Coordinate ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance.
Conduct business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc.
Responsible for planning and scheduling ongoing production-oriented work on a quartly and annual basis, or direct assignments of similar duration.
Justify the purchase of new equipment.
Improve work methods and procedures used to produce work products.
Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluate work performance of subordinates.
Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
Identify developmental and training needs of employees, providing or arranging for needed development and training.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: assessing the productivity, effectiveness, and efficiency of program operations and to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities and technical hardware, equipment and software applications within a Health Administration or Hospital setting (must be in resume).
Note: There is no education substitution at the GS-12 Grade Level.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
