This position is located in Refugee, Asylum and International Operations Directorate, International and Refugee Affairs Division International Operations.
As a Senior Immigration Services Officer, you will adjudicate complex and precedent setting cases, liaise, provide technical guidance on adjudications, assist with policy and program development and implementation, and maintain the integrity of U.S. immigration laws, policies and programs.
Duties
Serve as a Senior Immigration Services Officer within Refugee and International Operations (RIO), International Operations (IOP) domestic office to provide and oversee efficient delivery of humanitarian immigration benefits and other services.
Serve as an authority in the interpretation of policy for humanitarian programs, provide guidance on the adjudication of cases with national security and public safety concerns and function as a subject matter expert in more complex adjudications.
Perform analysis of cross-cutting programmatic needs; provide instrumental expertise in the initiation and formulation of policies and procedures in adjudications and immigration programs and prepare implementing changes.
Assist supervisory officers in monitoring and supporting the performance of teams of individuals who make adjudication determinations on applications for humanitarian immigration benefit applications.
Assist with quality review of follow-to-join cases and with technical and administrative support to ensure efficient operations.
Research and/or analyze problems and issues, making recommendations on sensitive cases within USCIS and from the Department of State and other entities, and prepare decision papers for leadership when necessary.
Coordinates with FDNS and external law enforcement and Intelligence Community partners to resolve national security and fraud concerns in cases.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/20/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/20/2024.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Researching, making final determinations on complex immigration cases involving eligibility for humanitarian immigration benefits, and writing final determinations with legal analysis to support decisions;
Coordinating with law enforcement, intelligence community partners, or other agencies on matters relevant to national security and public safety;
Providing guidance, direction, and support on policy matters for immigration services.
Providing training, coaching, or mentoring to ensure quality and consistency in the adjudication process;

Education
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
