The U.S. Department of State’s Foreign Service Institute (FSI) is the United States government’s (USG) premier foreign affairs training provider and primary source of professional development for America’s diplomats as well as U.S. Government foreign affairs professionals for 50 agencies.
Duties
Serves as a senior agency technical authority, SME for major audiovisual systems design, installation and operation projects relating to audiovisual technologies. Coordinates efforts with Dept. components as well as external federal agencies.
Plans, organizes, leads highly complex projects and independently decides direction of major audiovisual technology initiatives. Independently researches and evaluates new and emerging methods for audiovisual product development and project mgt.
As a system project manager and directs and leads interdisciplinary teams that conduct a wide range of complex engineering and administration activities to administer, develop, deliver, and support major audiovisual technology service requirements
Develops plans that include developing the scope of tasks, milestones, and analyses. Oversees audiovisual system projects that manage and evaluate complex
As a senior specialist and expert resource on state of the art system design and development projects. Ensures secure coding practices and security controls are addressed and determines security categorizations of data.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Subject Matter Expertise: Demonstrated experience as a subject matter expert in major audiovisual systems design, installation, and operation projects related to audiovisual technologies.
System Design and Development: Proven ability to design, develop, and customize complex audiovisual hardware systems, networks, and software programs to control and monitor these systems. This includes integrating hardware and software components within the systems environment.
Security Evaluation: Experience in evaluating systems security issues for audiovisual system development projects, identifying potential problems, and recommending effective solutions. Ensures that cybersecurity vulnerabilities are mitigated.
Team Leadership: Ability to direct and lead interdisciplinary teams in conducting a wide range of complex engineering and administrative activities. This includes administering, developing, delivering, and supporting major audiovisual technology and service requirements.
Project Management: Skilled in developing comprehensive project plans that include defining the scope of tasks, setting milestones, and conducting detailed analyses. Oversees audiovisual system projects, managing and evaluating complex audiovisual system design, software integration, installation, and operation activities.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in major audiovisual systems design, installation, and operation projects related to audiovisual technologies.
Experience in designing, developing, and customizing complex audiovisual hardware systems, networks, and software programs to control and monitor these systems to include integrating hardware and software components within the systems environment
Experience in evaluating systems security issues for audiovisual system development projects, identifying potential problems, and recommending effective solutions ensuring that cybersecurity vulnerabilities are mitigated.
Experience directing and leading interdisciplinary teams in conducting a wide range of complex engineering and administrative activities to includes administering, developing, delivering, and supporting major audiovisual technology and service requirements.
Experience in developing comprehensive project plans that include defining the scope of tasks, setting milestones, and conducting detailed analyses and overseeing audiovisual system projects, managing and evaluating complex audiovisual system design, software integration, installation, and operation activities.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
