This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)

Duties
This position is located in the JFHQ-State Human Resources Office (HRO). This position is required to supervise a minimum of five (5) Human Resources Specialists and Human Resources Assistants servicing both Army and Air employees and may serve as the higher-level reviewer (second-line supervisor) where appropriate.
This position will supervise Staffing, Classification and the AGR Branch. Selection MUST be a SME in one of the subject areas being supervised.
Duties
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems.
The incumbent provides advisory services to all levels of management of situations regarding Human Resources services.
Supervises and coordinates the accomplishment of: position reviews; timely forwarding of appeals with appropriate substantiation to the DoD Defense Civilian Personnel Advisory Service (DCPAS) or OPM; timely implementation of classification packages; publication and implementation of a position management plan; training for supervisors and managers; random position reviews to verify position description (PD) accuracy and classification of the position comparing to OPM Standards; preparation and classification of local amendments to PDs, statements of difference for recruiting; and monitoring HR assignments to ensure military compatibility (when applicable), etc.

Requirements
- Incumbent must be able to obtain and maintain a SECRET security clearance.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Participation in direct deposit is mandatory.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- This position will supervise Staffing, Classification and the AGR Branch. Selection MUST be a SME in one of the subject areas being supervised.

GENERAL EXPERIENCE is experiences in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.
SPECIALIZED EXPERIENCE is experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. MUST HAVE at least one-year specialized experience as the GS-12 or the equivalent.

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
