The primary purpose of this position is to determines appropriate shipment rates and routes prescribed in established agreements for the movement of freight with primary responsibility for express shipping of freight worldwide and movement of cargo.
Duties
Plans and carries out shipping arrangements.
Identifies hazardous, classified, and sensitive cargo requiring special handling.
Conducts pre and post audits and maintains shipping documentation.
Provides technical guidance and advice on problems in all phases of outbound/inbound shipping.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in demonstration of thorough experience with and knowledge of tariff rates and related and regulatory guidance for the movement and routing of all types of freight; Knowledge of cargo movement rules, regulations, and procedures to effect shipment; Extensive experience with automated transportation systems.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicants MUST possess at least 2 years above high school level education that is directly related to the work of the position being filled. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of Air Force instructions, standards, route orders, and classification rating guides used for the shipment of freight.
2. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight shipments.
3. Practical knowledge of established transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities.
4. Knowledge of a wide variety of freight.
5. Ability to interpret and apply instructions.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
