You will serve as a Financial Management Analyst in the Navy Munitions Command, East Asia Division of NMCPAC EAST ASIA DIVISION.
A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.
Duties
You will correct payroll, time sheets, and/or benefit records in the computer system.
You will provide customer service by communicating advice and guidance to internal/external customers both verbally and in writing by explaining Federal civilian pay, leave and/or benefits regulations and procedures.
You will perform budgeting, reconciliations, balancing, and auditing support of receipts and disbursements in many categories using multiple automated systems.
You will analyze current processes; make recommendations and assist with process improvements and innovations.
You will Identify and analyze changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives.
You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administrative operations.
You will monitor budget execution of assigned units to ensure fund allocations are execute properly and within approved budgetary plans and track expenditures.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying budgetary policies, precedents, procedures, and regulations and utilizing automated financial management systems to analyze financial data and create budgets or cost estimates in support of organizational obligations and expenditures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
