This position is located in Field Operations Directorate, Office of Field Operations, Investor Program Office (IPO). As an Compliance Officer, you will examine, evaluate, and investigate regional centers and related entities for eligibility or conformity with laws and regulations, and perform other compliance and enforcement inspection and analysis activities.

Duties

Advise on the development and execution of special projects and planning associated with the conformity of laws and regulations governing regional centers related to the Program. Use and review a wide variety of sources including open source data, commercial databases, financial, and law enforcement sensitive databases and direct liaison to develop information and insure compliance with applicable laws and authorities. Perform fact-finding research, data-queries and verification, conduct quantitative and/or qualitative analysis, and prepare correspondence concerning policies and program compliance. Serve as expert in the detection and development of information to uncover violations of legal, compliance, regulatory or Program requirements, including sanction concerns. Prepare clear and succinct memos, reports, statistical findings, oral briefings, and other deliverables depicting facts identified meet legal, compliance, regulatory and Program requirements. Analyze current and proposed operating procedures to assure timely production, high quality information, and streamline operations. Support the mission by adjudicating cases, conducting security checks, ensuring program integrity and quality, conducting training, serving as liaison, and communicating decisions.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/19/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/19/2024. GS-14: You qualify at the level GS-14 if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing guidance, direction, and support on policy matters to include oversight, liaison, and evaluation of program activities and associated project and management plans. Analyzing and investigating fraud, money laundering and other financial crimes. Reviewing financial records and transactions and identifying trends and patterns through analysis of large volumes of data. Coordinating, reviewing and executing database searches to obtain relevant information used to evaluate, interpret and analyze abstract information to make recommendations or decisions based on the required evidentiary standard. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
