About the Position: Serves as a senior contract specialist responsible for pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. ArmyCorps of Engineers.
Duties
Execute contract administration functions following contract award throughout the life of the contracts.
Negotiate contract modifications and/or upgraded operational requirements determined by other changes characteristic of the type of contract/program.
Execute any or all procurement phases of the projects to which assigned, from complete procurement planning to final award/post-award administration of the resultant contracts.
Plans, develops and/or establishes long/short range procurement plans, strategies approaches for the overall acquisition program.
Maintain systems to evaluate and/or monitor contractual performance, including cost adjustments, redirection of effort, coordination of time extensions, approval of payments, and/or close-out of contracts.
Requirements
- Appointment may be subject to a Tier 1, NACI suitability or fitness determination, as determined by a completed background investigation.
- A Financial Disclosure OGE-450 will be required at the time of appointment and annually thereafter.
- Temporary travel (TDY) up to 25% of the time may be required.
- A Recruitment/Relocation Incentive is authorized
- Must be able to obtain and maintain a Contracting Officer's Warrant within 12 months of appointment

Basic Requirement for Contract Specialist:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit a copy of your transcript showing your graduation date.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the GS12 grade level or equivalent which includes work that involves; 1) Resolve pre and post award contracting problems through discussions with stakeholders; 2) Responsible for contract administration functions following contract award throughout the life of the contracts; 3) Negotiate contract modifications driven by technological advances, upgraded operational requirements and/or other changes characteristic of the type of contract/program involved AND 4) Evaluate contractor proposals utilizing price and/or cost analysis techniques to develop price negotiation strategies

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
