About the Position: This is a Supervisory Procurement Analyst, GS-1102-15 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Contracting Division.

Duties

Serve as Chief, Contracting Division, responsible for acquiring all necessary commodities in support of the Fort Worth (SWF) District's mission. Manage the Districts multi-billion dollar contracting program for single and multiple purpose civil works water resources projects; military design and construction projects, environmental restoration, etc. Subject matter expert, responsible for exercising independent judgment to accomplish the myriad of contracting responsibilities in support of the District mission. Serve as the Contracting (CP14) Career Program Manager for the District, assisting subordinates with development of realistic career goals which ensures timely completion of required experience, education and mandatory training. Serve as the Senior Contracting Official (SCO)and primary contracting officer vested with unlimited warrant authority to contract in accordance to the Federal Acquisition Regulations (FAR). Plan for, request and negotiate the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets. Perform continuing review of the Contracting activities to ensure that management objectives are being met. Manage the procurement of all types of supplies, services including construction and architect engineer design contracts

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a Critical Acquisition Position. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • This position has been designated "Mission Essential". In the event of any emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has been designated as "Emergency-Essential". In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations.
  • Incumbent must be ready and able to deploy as required in support of varied contingencies (humanitarian relief, military operations, peace support operations, conflicts, war) and under stressful and arduous conditions.
  • Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions).
  • Incumbent may be subject to medical examination, immunizations (this may include various vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling and other testing, etc.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) providing technical oversight and policy guidance on contracting and procurement activities within an organization; AND 2) reviewing contracts for compliance with policies and procedures; AND 3) supervising or managing a team of contracting and procurement professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
