The Instructor will manage a wide range of specialized and complex technical duties which support course content creation, instruction, maintenance and trainings in the Talent Management System (TMS) database.

Duties

Major duties: Facilitate trainings on a regular basis, for local service Talent Management System (TMS) administrators, instructors, employees and supervisors on the TMS database interface. Develop and deliver training and support to all employees during New Employee Orientation TMS course. Develop TMS course materials and job aids to be disseminated during course instruction. Perform analysis to identify learning problems, goals and objectives, audience needs, existing knowledge, learning environment constraints, delivery options, facilities, supplies, budget and timelines for training projects. Develop measures to document effectiveness of design approach, training transfer, and metrics to determine learner proficiency when certification of learner competency is required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:30am - 4:00pm, subject to change based on the needs of the Facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To be minimally qualified for this position, you must meet one of the Individual Occupatational Requirements: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting one of the Individual Occupational Requirements above, you must also meet the specialized experience and/or education requirements listed below: Possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal Service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience is defined as participating in the development or evaluation and modification of training materials (e.g., course outline, course content, lesson plans, exercises, examinations) and providing subject-matter classroom training to others within an organization. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR Completed 1 full year of graduate level education or have received superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. To be credible under this provision, superior academic achievement (SAA) must have been gained in a curriculum that is qualifying for the position to be filled. SAA is based on one of the following: (1) class standing, (2) grade-point average, or (3) honor society membership. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Equivalent combination of successfully completed graduate education and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Only education beyond a bachelor's degree may be used to qualify for the GS-07 level. Related degrees include hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Education and TrainingQuality AssuranceTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Works is mostly sedentary and the employee may sit comfortable. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Field work may involve traveling to outlying Community Based Outpatient Clinics (CBOCs), meetings and sources of information.
