This position serves as the Medical Administration Specialist/Training Coordinator for the Medical Administration Service (MAS) at Southeast Louisiana Veterans Health Care System. The primary responsibility of this position is the development and implementation of the ongoing training programs for employees within the Medical Administration Service as well as staff within other services that have responsibility for using MAS packages to perform their duties.

Duties

The Training Coordinator works as a member of the Medical Administration Service to develop and administer training programs for the staff of MAS as well as administrative employees throughout the facility, outpatient clinics and Community Based Outpatient Clinics (CBOC). Coordinates orientation activities for new employees to MAS and prepares materials to acquaint new employees with the organization's mission, structure, history, objectives, and policies. Facilitates development and maintenance of standard operating procedures for all positions within MAS. Additionally, develops and modifies courses, sets training priorities, researches, and recommends new or alternative training sources for the MAS staff. Develops, reviews, analyzes, implements, conducts, and evaluates training courses and programs related to MAS areas such as Eligibility/Enrollment, Access to Care, Beneficiary Travel, Scheduling, Ward Administration, Admissions, Special Programs, Decedent Affairs, Telephone Communications, Scanning, Release of Information, Insurance Collection, Privacy, Records Management, Consult Management, Non-VA Care Program as well as training on new directives and processes that interrelate within MAS sections/units and/or with other services. Assesses training program quality and effectiveness for continuous improvement. Monitors newly released Directives, Facility Policies, and released patches for their potential effect on MAS end-users and employees on a regular basis. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements:Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the Individual Occupational Requirements, you may qualify based on your experience and/or education as described below for the GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Schedule and provide training to individuals. Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the service. Develop training programs and developing pertinent policies related to service-related programs. Utilize computer systems and technical aspects of the hardware and software for output/input and analyses of data. Computer skills include the use of Microsoft Word, PowerPoint, Excel, and Access. Preferred 1-3 years as a Trainer but not required. OR, Education Substitution: Successfully completed a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (transcripts required). OR, Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. Combination of successfully completed graduate education (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (transcripts required). You may qualify based on your experience and/or education as described below for the GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Schedule and provide training to individuals. Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the service. Develop training programs and developing pertinent policies related to service-related programs. Utilize computer systems and technical aspects of the hardware and software for output/input and analyses of data. Computer skills include the use of Microsoft Word, PowerPoint, Excel, and Access. Preferred 1-3 years as a Trainer but not required. OR, Education Substitution: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (transcripts required). OR, Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. Equivalent combination of successfully completed graduate education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (transcripts required). Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. There may be some walking; standing; bending; carrying of light items including training paperwork or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer.
