You will serve as a senior Special Operations Forces (SOF) System Integration Team (SIT) Engineer in the Unmanned and Underwater Theater Systems Division, within the Unmanned and Theater Undersea Warfare Systems Department of NAVUNSEAWARCENDIV KEYPORT WA.

Duties

You will support the activities of the Unmanned and Underwater Theater Systems Division and NAVSEA PMS 450 in the acquisition and delivery of VIRGINIA Class submarines with Special Operations Forces capabilt. You will represent the Program Office (PMS 450) in conduct of independent material and work completion assessments, directing financial resources to accomplish tasking. You will function as the a senior Special Operations Forces (SOF) System Integration Team (SIT) engineer supporting PMS 450. You will perform technical reviews and make recommendations for submarine construction related to Special Operations Forces systems. You will provide expert technical review and consultation for Operating Procedures (OPs), Operating Instructions (OIs), Test Procedures (TPs) and technical requirements to ensure safe operation of systems on VIRGINIA Class submarines. You will ensure system process are adhered to, that proper resources are allocated, that metrics have been established to properly track performance, and to implement continuous process improvement within the team. You will conduct team meetings and presents schedule and technical performance status to customers, both internal and external. You will assess project progress using detailed schedules, identifying deficiencies, and implementing corrective action to ensure success. You will document the progress of the team in meetings, established goals and requirements, and reports progress to management and PMS 450 as required. You will prepare and present point papers, PowerPoint presentations, discuss maintenance and operational interact regularly with senior naval officers, the Naval Special Warfare community. You will construct Engineering Change Proposals, Departure from Specifications, Configuration Management, Test and Evaluations and System Certification processes.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level GS-12 or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer providing planning, technical guidance, cost estimate/management of projects related to submarines or unmanned Systems. Examples of Experience: must be familar with Deep Submergence Systems Scope of Certification (DSS-SOC) requirements related to Host Submarines (HOSUBS) and Special Operations Forces (SOF) systems such as Dry Deck Shelters (DDS), SEAL Delivery Vehicles (SDV), Dry Combat Submersible (DCS), and Multi-Mission Dry Submersible (MMDS). Applicant needs experience working with external partners such as ship building contractors, NAVSEA program offices and technical community, and the martime SOF community. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
