You will serve as the Principal Technical Manager, Undersea Warfare Test & Evaluation for the Test & Evaluation Department in Naval Undersea Warfare Center (NUWC) Division, Keyport.

Duties

You will be responsible for leading a highly technical and scientific organization engaged in testing and evaluation of undersea warfare (USW) systems. You will oversee teams performing Science and Technology research and development including applied research and advanced technology demonstrations programs, acquisition, testing and evaluation, and full-spectrum life-cycle support. You will serve as a nationally/internationally recognized authority and leader in the area of testing and evaluation as related to undersea weapons, undersea weapon systems, acoustic measurement and analysis, and supporting technologies. You will provide highly authoritative scientific and technical advice and guidance on USW programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Knowledge of engineering and science theories and practices as they relate to Undersea Research, Development, Test and Evaluation (RDT&E). 2. Demonstrated depth of knowledge, experience, and leadership in the practices of engineering and systems engineering in the identification and insertion of advanced technologies that improve Undersea Warfare (USW) Test and Evaluation (T&E). 3. Demonstrated ability to develop and lead diverse Science and Technology (S&T), and RDT&E technical efforts, projects, and research for the advancement of USW T&E practices and technologies. 4. Knowledge of business strategies, processes, and systems associated with supporting a complex RDT&E organization within the Navy Working Capital Fund construct and the ability to plan and direct technical and business functions. 5. Ability to develop and execute strategic investment plans that integrate with Navy Research and Development Enterprise (NR&DE) and NAVSEA Warfare Center strategies and policy that result in the adoption of new and advanced technologies, improved workforce scientific learning and skill development, and improved T&E capabilities. 6.Demonstrated ability to coordinate and lead diverse teams and build partnerships across the NR&DE (Navy SYSCOMS, Warfare Centers, Office of Naval Research (ONR), Naval Research Laboratory (NRL)), naval shipyards, the Fleet, industry, and academia. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

OR

For 1301 General Physical Sciences Series:
Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

OR

For 1501 Mathematics Series: Successful completion of a degree in mathematics, statistics, or actuarial science; or a combination of education and experience demonstrated by coursework that is equivalent to a major in mathematics, statistics, or actuarial science (at least 24 semester hours), plus appropriate experience or additional education.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
