This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
The position is located in Bureau of Intelligence and Research, Office of Collection and Technical Programs (INR/CTP). INR/CTP ensures Department information needs are reflected in IC collection requirements and coordinates sensitive collection operations and programs,
Duties
Serves as the Department’s subject matter expert on and action officer for the Intelligence Community’s (IC’s) Signals Intelligence (SIGINT) collection program.
Serves as action officer for foreign SIGINT relationships. Engages senior State policymakers to determine if the relationships are meeting their needs.
Represents the Department as regular representative to of the IC’s Signals Intelligence Committee (SIGCOM). Represents the Department as member of the SIGCOM’s Access Integration Council.
Serves as action officer for proposed IC actions requiring State clearance in accordance with National Security Decision Directive-38 (NSDD-38). Engages State policymakers to determine if they have any foreign policy objection to IC proposals.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working as a subject matter expert on the SIGINT program and evaluating program effectiveness to ensure it meets Department needs.
Experience managing the interagency and intra-Department coordination process to ensure conformity in sensitive intelligence programs with policy, procedure, and law.
Experience working closely with senior officials in geographic and functional bureaus and with Department principals to coordinate the Department’s priorities for sensitive intelligence activities.
There is no substitute of education for specialized experience for the GS-14 position.
