This position serves as a Project Manager and assists the Chief Compliance Officer and other staff with project management of a variety of programs as it relates to the program. Program provides internal oversight of key VHA compliance risks including fraud, waste and abuse, revenue and purchased care operations
Duties

Writing or reviewing project management documentation (including project charters, project management plan, Business Reference Model (BRM), etc.
Participate in the preparation of an Integrated Master Plan and Integrated Master Schedule.
Persuade internally and collaborate with others at all levels.
Prepare and present presentations for key VHA and OIC officials for a wide variety of audiences and purposes
Communicate and work with all levels of staff to provide guidance and direction for OIC communications efforts which reflect findings and recommendations related to project management activities and status.
Provide quality certified project manager guidance with appropriate business domain knowledge to the project teams.
Responsible for planning, managing and controlling projects throughout their lifecycle and teaching other team members project management skills.
Leading coordination with VA level partners and with other federal agencies n collaborative cross-agency initiatives.
Coordinate and collaborate with internal and external stakeholders including consultants.
Use structured project management processes and tools to assure the effective management of program initiatives and work.
Basic or more advanced project management processes and tools depending on the circumstances.
Support development of relevant metrics and cross functional collaboration.
Work with consultants and other internal and external subject matter experts.
Use project management software to set up project timelines and resources, track the progress of project work and monitor staff performance.
Coordinates inter-service and inter-division efforts and serves as a liaison to other groups to participate on or establish joint projects.
Manage, assign and lead the functions of and membership in working groups and program oriented teams.
Managing and tracking multiple contractor tasks
Plan acquisitions, prepare Statements of Work and requests for proposals
Tracking resources through project spend plans and funding obligations and defending budget execution activities.
Communicate training, policy formation, monitoring and auditing, risk assessment, reporting and data analytics
Apply compliance and ethics standards
Inform management of program status and developments.
Other duties as assigned.
Work Schedule: 8:00 am - 4:30 pm
Compressed/Flexible: May be available at management's discretion.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS12 in Federal Service that typically includes, but is not limited to, 5 of the 7 following specialized experience examples. In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience.
Manage projects/programs using project management tools and software
Write and review project management documentation (including project charters, project management plan, Business Reference Model (BRM),
Provide advice, guidance and recommendations to management
Analyze processes and systems for efficiency
Analyze efficiency using qualitative and quantitative technique
Create flow charts, decisions trees and needs assessment for long range planning
Present conclusion and findings in formal written reports and presentations

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The incumbent may carry light items such as meeting materials and a portable computer and may be required to drive a motor vehicle relative to attendance at meetings.
