This position is located within the Office of the Convening Authority, Office of Military Commissions (OMC). The Office of the Convening Authority is established in the Office of the Secretary of Defense under the authority, direction, and control of the Secretary of Defense. As the Financial Manager for OMC, the incumbent exercises full authority and responsibility for directing and coordinating all financial management for OMC.

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of Title 5, U.S.C., USD (P&R) Memo "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023, Per 3, Covered Positions i. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Provides advice and guidance concerning resource management policies, plans, basic concepts, and principles of financial management and their implications in long and short range operational plans. Maintains liaison with managers and other management officials of the organization in order to transmit and implement policies and operational requirements of the director and various stakeholders of the organization. Develops and evaluates an effective, integrated resource management program. Provides leadership, direction, and coordination of all financial management programs. Identifies and explains variances, prepares narrative justification to support fmancial requirements, and analyze accounting reports and financial data to identify trends for evaluating effectiveness and efficiency of organization's activities.

  • This position may require occasional travel ( approximately 10% or more of the time) away from your normal duty station for official business on military or commercial aircraft
  • Relocation incentive may be authorized in accordance with regulatory requirements

Developing, analyzing and/or preparing financial data to effectively plan and program budgets in support of organizational operations; 2. Providing guidance and make recommendations for revision to and/or establish new resource management policies, plans and/or regulations; And 3. Reviewing financial data for accuracy and resolves discrepancies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
