About the Position: This is a permanent, supervisory position with U.S. Army, Humphreys Engineer Center Support Activity (HECSA) located at 7701 Telegraph Road in Alexandria, Virginia. For more information on HECSA, visit: http://www.usace.army.mil/HECSA.aspx. This is not Remote position.

Duties

Serves as Chief of the Resource Management Office, responsible for developing and executing plans, programs and budgets to obtain manpower and financial resources to accomplish the mission. Directs the planning, organization, and administration of a comprehensive financial management program for HECSA, HQ USACE, 249th and PPS, which includes accounting, budgeting, management-financial reporting, management analysis, and manpower. Develops, coordinates and carries out financial policies, procedures, and plans for serviced organizations. Provides current, historical, and financial advice to assist the HQ USACE/HECSA/249th/PPS management staff in establishing objectives, policies, procedures, and structure. Develops, manages, and evaluates all sources of income and expenses in consultation with and guidance from HQ USACE, HECSA, the 249th and the PPS in excess of a combined total of $190M. Serves as chair or co-chair for high level financial management governance boards. Formulates and disseminates budget policy and participates in long and short-range program planning including establishing program goals and objectives. Reviews and analyzes all activities measurement and examines the quantity and quality of output in relation to command objectives (effectiveness) and the consumption of resources in operating program and budget (efficiency). Assigns primary staff responsibility as the HQ USACE operating budget Plant Replacement Improvement Program (PRIP) manager, issuing PRIP calls, reviewing and prioritizing potential PRIP buys. Evaluates current and proposed programs and develops recommended priorities, unfunded requirements and decrement program. Recommends allocation of resources apportionment of funds, and reprograms actions based on factors of cost, scheduling, priority and requirements. Performs supervisory/managerial responsibilities to a financial management staff.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been designated as a Financial Management Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: serving as a financial manager and advisor on the overall management of funding, manpower, support resources and facilities for multiple appropriations such as civil and military, revolving funds and reimbursable and fee; advising organizational leaders on high level financial management programs which includes accounting, budgeting, management-financial reporting, management analysis and manpower; formulating, developing or updating budgetary or financial management policies for execution; presenting findings, surveys resulting from organizational level financial analysis; and performing supervisory/managerial and leadership responsibilities to a financial staff.
