You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING DIVISION (CODE 613), COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will provide information about and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will perform analytical work pertaining to accounting or financial oversight.
You will perform specialized work involving managerial or administrative work in connection with accounting systems.
You will review posting of obligations and expenditures.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-07 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures.
Experience applying knowledge of the policies, precedents, regulations, and guidelines of a functional area such as financial oversight, accounting or budget.
Experience performing analytical work pertaining to accounting or financial oversight.
Experience exercising judgment to resolve commonly encountered work problems and deviations.
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-05 position, your resume must demonstrate at least 3 years of general experience, 1 year of which was equivalent to at least GS-4. General experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, such as:
Experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions;
Experience planning and organizing work; and
Experience communicating effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Education
In lieu of specialized experience, you may qualify for the GS-07 position with the following education or combination of both education and experience:
Successful completion of 1 full year of graduate level education
or
Successful completion of a Bachelor's Degree with superior academic achievement
NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended
In lieu of specialized experience, you may qualify for the GS-05 position with the following education or combination of both education and experience:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
