The primary purpose of this position is to identify/resolve deficiencies through analysis and surveillance program; monitor preparation for and accomplish follow-up action on inspection, audit and staff visit reports, improve the efficiency and effectiveness of the logistics readiness account by analyzing statistical data extracted from applicable computer system(s). Duties

Performs mandated and special studies on problem areas, operating trends, and/or local logistics operations, using management reports, trend analysis, and cross-feed information from other bases. Performs scheduled and unscheduled surveillance visits on flights within the 37 Logistics Readiness Squadron to ensure compliance with directives and reviews Operational Readiness Inspection (ORI) cross-feeds, audit, and staff assistant reports from other bases to identify local problem areas. Develops, coordinates and prepares the necessary supplements to applicable Air Force publications for Squadron operations. Prepares and analyzes recurring and special reports. Compiles statistics from data requiring substantial analysis, interpretation, and development of new formats. Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials. Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Supply Program Management Series 2003. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of established and commonly applied supply principles, concepts and methodologies involving several supply specializations; knowledge of the various automated systems utilized by the Base Supply functions is required to identify and reconstruct various procedural errors or potential errors; to enter, correct, retrieve and structure specialized reports; knowledge of extensive body of management and/or program analysis technical rules, regulations, and precedents; knowledge of the basic objectives and policies governing various supply operations; knowledge of various procedural techniques and other processes for local use in operations; knowledge to perform analytical assignments involving specific issues associated with supply management. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of governing logistics regulations, procedures, instructions; and functions, operations, program requirements, and work methods. Knowledge in applying analytical and evaluative techniques to perform special studies and surveillance reviews of the logistics program. Knowledge of various office automation software programs, tools and techniques to accurately prepare and edit written correspondence and reports and produce a variety of documents, such as analysis, letters, reports, spreadsheets, and databases, and graphs Ability to read, interpret, and apply applicable reference material, such as logistics regulations, manuals, catalogs, records orders, etc., to accomplish tasks and resolve logistical problems; and to apply analytical methods and techniques to resolve logistical problems and/or deviate from normal logistics management procedures or program requirements. Ability to review, revise or develop local supplements and operating instructions and resolve discrepancies as required. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
