You will serve as a GG-0201-12 Human Resources Specialist in the Chief Human Capital Office, Defense Civilian Intelligence Personnel System (DCIPS) Policy and Program Office for NAVAL INTELLIGENCE ACTIVITY at Naval Support Facility in Arlington, VA, where you will provide advice and guidance on Human Capital programs for complex organizations with DCIPS positions within Naval Intelligence.

Duties

You will participate in developing operating procedures for the Department of the Navy Defense Civilian Intelligence Personnel System (DCIPS) pertaining to Intelligence Community, Department of Defense, or Navy human capital programs. You will use a wide range of concepts, principles, regulations, policies, and procedures governing the civilian HR management aspects of Department of Defense, Office of Personnel Management, and the Defense Civilian Intelligence Personnel System. You will communicate with HR liaisons, managers/supervisors, and employees on actions associated with assigned programs. You will provide innovative solutions that accommodate the needs of managers/supervisors without compromising the fundamental personnel management and merit principles. You will explain the rules and procedures to employees to help them understand human capital program requirements and obligations. You will communicate with all levels of leadership both orally and in writing and to establish and maintain effective and positive working relationships. You will stay abreast of trends, changes in concepts/philosophies, procedures, techniques, implementation, and administration relating to Intelligence Community, Department of Defense, or Navy human capital programs. You will gather and use data to assess and convey the impact of HR programs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Provide advice and assistance to managers and supervisors regarding matters of specific program policies, criteria, eligibility, timeframes, and requirements. 2. Develop policies and operating procedures for Department of Defense Civilian Intelligence Personnel System (DCIPS) pertaining to Intelligence Community (IC), Department of Defense (DoD) or human capital programs. 3. Identify problem areas, trends, significant program accomplishments, merit and deficient situations, areas of imbalance, and/or similar factors in the program involved. 4.
