About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as the Command Language Program Manager.
Duties
Support the language maintenance training of Soldiers and DA Civilians in language-required positions, in accordance with Army Regulation on Foreign Language Program.
Develop short- and long-range plans and goals and evaluate program effectiveness to ensure requirements of the Total Army Language Program (TALP) are satisfied.
Monitor organization budget execution and coordinate funding requirements with command staff.
Participate in Command quarterly and annual training briefs. Chair the Command Language Council, to network and prioritize training as well as administer linguist incentive programs.
Resolve Foreign Language Proficiency Bonus (FLPB) issues for assigned language dependent and language capable Soldiers, those trained or recruited for their language capability at Government expense, and those receiving or eligible to receive FLPB.
Prepare and present briefs to Professional Military Education (PME) and Advanced Individual Training (AIT) students.
Manage the training and testing records and requirements of assigned language dependent and language capable Soldiers and Civilians.
Maintain CLP training records upon in-processing, documenting approved Individual Language Training Plans (ILTPs) for each individual, and closely monitoring the ILTP to assess progress and recommend adjustments to training.
Maintain Linguist Skills Database and CLP database to track a number of data points on each individual, including FLPB status and DLPT recertification dates.
Responsible for the physical maintenance of the Foreign Language Training Center (FLTC), along with its equipment and educational materials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Must attend the DLIFLC resident or non-resident Command Language Program Management (CLPM) and successfully complete course within 6 months of appointment, IAW AR 11-6, Para 4-14.b.(2).
- Two year trial/probationary period may be required.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques administering foreign language program that includes maintaining language testing and instructional materials; and, scheduling, administering and scoring all types of standardized language proficiency and aptitude tests.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Education, Guidance Counseling, Adult Education, Teaching and Learning, etc. (Note: You must attach a copy of your transcripts.)
OR
A combination of education and experience. Possession of some of the specialized experience as described above, but less than one year; and completion of at least of one year of graduate education as described in above, but less than the required two years. Total of the computed percentages is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).
