You will serve as a Public Affairs Officer at the TSC, Arctic Security Studies.
Duties
As a Public Affairs Officer at the GS-1035-12/13 some of your typical work assignments may include:
Serves as principal advisor to TSC in matters pertaining to all aspects of public affairs.
Analyses issues and situations from a public affairs perspective and recommends appropriate courses of action.
Develop and maintain relationships with media outlets, journalists, and bloggers to secure positive media coverage.
Write and distribute internal newsletters, emails, and bulletins to enhance engagement and transparency.
Create content for various platforms, including social media, websites, blogs, and newsletters.
Provide timely and accurate information during a crisis or emergency to safeguard the organization's reputation.
Develop a long term public affairs plan incorporating different mediums and methods of communication to include a podcast, video-clips, quick hit videos, etc.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Employee must obtain/maintain Non-critical Sensitive/Secret security clearance
Qualifications
For GS-12:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Knowledge of a full range of communications channels, methods, and techniques including print/broadcast media, social media, presentations, and other products/avenues that convey information along with preparing public affairs products to promote understanding of TSC programs, events, projects, goals, objectives and policies that involve complex issues and messages.
Experience in public affairs planning, budgeting, training, special events, internal and external communications, media relations, community relations and public affairs publications.
Skill and experience with written materials such as news releases and stories, radio/TV scripts, fact sheets, captions for photos, and FAQ documents.
For GS-13:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Knowledge and skill sufficient for presenting ideas in written materials in new ways that will increase understanding among publics with varying levels of comprehension of agency programs and policies, or opposition or indifference to the agency's program objectives.
Mastery of communication principles, methods, practices and techniques, analytical methods, and interpersonal relations practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
