This position is a Supervisory Public Affairs Specialist, GS- 1035-14 working in Anchorage, Alaska for the R7-Assistant Regional Director-Office of Communications. The full performance level of the position is GS-14. This position is also open to status candidates under announcement R7-24-12325621-AMS-MP. Duties

As a Supervisory Public Affairs Specialist your duties will include, but are not limited to, the following: The work of this position involves developing and applying new or modified communication techniques and liaison between congressional district offices and all Fish and Wildlife Service (FWS) offices within the region for some of the most difficult and complex issues, and establishing and maintaining an effective legislative communication system between the Washington, D.C. offices of the Office of Communications and the Congressional and Legislative Affairs (CLA), the Region 7 Regional Office and FWS field offices throughout the region. Coordinates congressional outreach regarding Regional activities and initiatives. Informs congressional district offices of critical, sensitive, and/or important programs, activities, and policies, including official Administration positions on legislative proposals. Advises the Assistant Regional Director (ARD)-EA and Regional Directorate regarding legislative issues that may affect FWS programs or facilities within the Region, including the introduction of bills, hearings, and other legislative actions of both the U.S. Congress and State Legislatures. Coordinates and responds to congressional correspondence and inquiries received by or referred to the Region, including requests for information congressional members, their staff, and affected state legislators. Exercises delegated managerial/supervisory authority supervising (directly and/or indirectly) a staff of varying size by allocating resources and staff; applying supervisory and managerial principles and methods to lead External Affairs staff; providing day-to-day direction to subordinates; and evaluating the External Affairs program to increase efficiency and effectiveness. Participates in and leads the development and execution of effective communications on regional FWS policies, programs, and decisions to regional as well as national stakeholders. This usually involves complex scientific, technical, or legal issues.

Qualifications

Only experience and education obtained by 03/08/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification: Minimum Qualification [GS-14] One full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience must include: serving as an organization's liaison to traditional or digital media and/or congressional staff and other partners on national, state, and/or regional issues related to natural resource conservation; experience supervising and managing staff; developing collaborative relationships with individual partner organizations to broaden existing natural resources conservation programs; developing written materials in order to promote public awareness related to natural resource conservation and preparing focused key communications messages utilizing various forms and tools of communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.
