Duties
This Transportation Security Specialist position is located Operations Support, Intelligence and Analysis, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Liaises with other Federal and local law enforcement agencies, assists in coordinating information found via law enforcement systems that may impact other enforcement missions and security issues, and may act as a key technical point of contact for assigned activities. Establishes and maintains collaborative relationships with other Federal, State, local, intelligence, inspection, and international law enforcement agencies to share information regarding transportation security objectives, and may perform some leadership functions for small projects, programs and/or teams.
Provides support and assists in representing the Transportation Security Administration (TSA) at law enforcement meetings, briefings, conferences, and hearings, etc., and in some technical areas may have regular contact with customers and/or external organizations.
Authorizes access to sensitive areas of airport facilities, assists in making waiver determinations related to federally restricted airspace, reviews background information to grant clearance.
Participates in the review of background information (e.g., credentialing information), performs routine analysis to determine potential criminal activity, drafts Reports of Investigation (ROIs) and additional correspondence as necessary, maintains records and case files, and acts as an individual contributor and/or member of a team.
Note: The duties are at the full SV-H performance level.
Qualifications
To qualify at the SV-G (GS-5/7/9) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-F (GS-4) in the Federal service. Specialized experience MUST include all the following:
Experience applying transportation security regulations, policies, and programs, combined with an understanding of intelligence related processes and procedures, to perform routine developmental assignments involved in information sharing; and)
Experience utilizing information and/or intelligence analysis research tools including various reports which contain descriptive, analytical, and evaluative content related to transportation security programs.
OR
Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify at the SV-H (GS-11/12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-5/7/9) in the Federal service. Specialized experience MUST include all the following:
Experience facilitating information sharing and integration between an organization and the private sector, as it specifically relates to transportation security and safety within the aviation or surface transportation communities of interest; and)
Experience utilizing information and/or intelligence analysis research tools including various reports which contain descriptive, analytical, and evaluative content related to transportation security programs; and)
Experience providing administrative and hands on technical practices relating to U.S. aviation or surface industry elements, such as air carriers, airports and security policy and screening and regulatory activity; or freight rail, mass transit/passenger rail, gas-pipeline, and/or highway-motor carriers, as applicable to the section of placement.

Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.

Combining of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
