The primary purpose of this position is to serve as first level supervisor providing specialized knowledge and expertise in planning, directing, and executing the functional responsibilities and procedures for the Career Development Element of the Military Personnel Flight (MPF) and to provide advice and assistance to commanders and senior leaders on military personnel programs.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Plans, organizes, and oversees the activities of the organization. Develops goals and objectives that integrate organization and objectives. Researches, interprets, analyzes and applies guidelines, policies, regulations.
Represents the organization and Military Personnel Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with military personnel , managers, and commanders at assigned installation.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
Performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, where at least 1 year of which is equivalent to at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) or equivalent in other pay systems. General experience may include experience managing and performing work that provides installation wide personnel deployment planning and execution and personnel support in matters pertaining to deployment availability (DAV) information, personnel accountability, and duty status reporting for contingency, exercise and deployments.

EDUCATION: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university,

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military personnel regulations, practices, and policies.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
