The Director of Management Operations is responsible for the management and coordination of all USTDA operational resources. The incumbent oversees and performs critical administrative management and support activities, including administrative policy development, financial management, acquisitions and procurement, human resources management and services, property management, travel operations and administrative processing, logistics, security, and emergency planning.
Duties
The incumbent serves as the principal management advisor and operations consultant to the USTDA Director and Deputy Director, and other senior agency officials. Establishes the overall goals and objectives of the agency's operational and administrative functions, and supervises subordinate supervisors responsible for the day-to-day implementation and execution of programs, policies, plans, and staffs associated with: financial management, acquisitions and procurement, human resources management and services, property management, travel operations and administrative processing, logistics, security, and emergency planning. Participates with the Director and Deputy Director in planning and establishing operations policies, objectives and priorities, and strategic action plans which meet the critical needs of the organization. Provides executive level leadership and direction in coordinating and identifying crosscutting issues related to the achievement of operational goals. The incumbent provides expert guidance and direction on work problems presented by subordinate supervisors, and performs the duties and responsibilities, including:
Exercises comprehensive managerial oversight and authority over all agency-wide administrative and operational functions in support of the development and implementation of USTDA's administrative policies and program. Ensures that management controls are rigorous and effective in protecting U.S. Government assets and resources. Establishes internal priorities and assures that all functional responsibilities comply with existing Federal and agency policies.
Plans, develops, and directs a complex and multifunctional range of administrative, management and technical functions that facilitate the execution of day-to-day mission requirements and activities of USTDA.
Establishes and implements annual and multi-year organizational and strategic plans and schedules for USTDA's management operations.
Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.
Current or former Senior Executive Service members must submit documentation of their SES status and a narrative statement addressing only the Mandatory Technical Qualifications. Unless you are currently serving under a career SES appointment, or have successfully completed an SES Candidate Development Program, approved by the Office of Personnel Management (OPM), and been certified by OPM, you must also submit a narrative statement covering each of the Executive Core Qualifications (ECQs).
To meet the minimum qualifications, applicant must possess the following Mandatory Technical and Executive Core Qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of an office or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Graduates of approved SES Candidate Development Programs must include a copy of their OPM certification of eligibility and a narrative statement addressing only the technical qualifications.

Technical Qualifications:
Knowledge of and experience in the management of a variety of complex operational programs, including two or more of the following: Financial Management, Acquisitions, Human Resources Management, Facilities, and Administrative Services.
Demonstrated knowledge of budgeting processes, either for operational or programmatic purposes.
Demonstrated ability to develop effective strategic plans and to apply experience to solve complex problems and develop innovative strategies and approaches to meet a full range of management and/or operational situations and issues and organizational goals.
