This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Fayetteville VA Health Care System (FAYVAHCS) in Fayetteville, NC within the Behavioral Science Service Line (BHSL). This is a supervisory program manager position for the Vocational Rehabilitation
Duties
Program Development and Management: 45% The Program Manager has authority over and is fully accountable for all aspects of the clinical services and support services provided to veterans in Vocational Rehabilitation Program. The incumbent is directly responsible for the planning, development, implementation, monitoring, evaluating, and controlling of program operations. Maintaining an effective model for integrated community-based vocational rehabilitation services is required. Therapeutic modalities in the provision of psychosocial rehabilitative and health maintenance service will be used to bring each active-duty service member or Veteran to an optimal level of functional work capacity, independence, and health. Best practices that individualize services will address barriers to employment and implement solutions for successful outcomes.
The incumbent develops polices that direct staff to develop transition work and supported employment in the community and the VA Medical Center on a full-time and part-time basis. Vocational accommodation techniques, job exploration, job development/carving, job sharing, on the-job training, and job coaching will be addressed. Policies for each component of Vocational Rehabilitation Program will make Vocational Services available to any active-duty service member and/or Veteran with a disability eligible for VA service including but not necessarily limited to, Veterans with psychosis, bipolar disorder, schizophrenia, traumatic brain injury, posttraumatic stress disorder, spinal cord injury, and substance abuse disorder. The Program Manager will advertise the program through a brochure that will be updated at a minimum every year.
The incumbent develops and reports to Supervisor the estimates of budget requirement based on past history, anticipated workload and the production capability of the unit; must be especially cost-conscious and find means to substantially reduce operation cost without impairing overall operation, e.g. methods, improvements, sampling, automation, etc.: plans, develops, and prepares budget estimates covering requirements for procurement of supplies, equipment and personnel services; maintains a budge control system which will ensure adequacy of funds. Accountability include the completion of the bi-weekly payroll for the Transition Work Experience (TWE) component of the CWT Program and following correct procedures for credit card usage and approval, purchasing billing and payroll oversight.
Program Evaluation/Accountability 30% 1. Develops, tracks, analyzes, and manages data for NEPEC, prepares RCN annual report and other local, National reports as required. 2. Ensures effective program participation in VAMC quality assurance and utilization review workload data capture and CPRS documentation by staff conduct a fiscal audit annually. Reviews monthly MRP report workload by tracking analysis performance improvement. 3. Directs CARF accreditation process for CWT and TJC. Initiates actions essential to the elimination of program deficiencies identified during evaluative processes. 4. Is responsible for tracking, development of action plans, and reporting on all other program related metrics such as SAIL.
Staff Supervision 25% 1. Plans work to be accomplished, setting priorities, and establishing schedules for accomplishment of work assigned. Ensures clinical documentation in CPRS and event captures by all VRS clinicians. 2. Bases work assignments on program priorities, considering the nature of the work and the capacities of the staff. 3. Interviews and selects candidates for Vocational Rehabilitation Program staff positions, making recommendations for promotions and awards related to performance. 4. Performs work performance evaluations of Vocational Rehabilitation Program staff which reports to her/him. 5. Assesses the quality and quantity of work accomplished by each staff member. 6. Develops or, as may be appropriate in the care of some profession level team members, participates in the development of performance standards with staff. 7. Hears and resolves staff concerns and complaints. As appropriate, refers group grievances and unresolved serious complaints to top management. 8. Effects, as needed, disciplinary actions and recommends action in mores serious cases. 9. Identifies developmental and training needs of staff members, ensuring appropriate access to necessary training and development opportunities. 10. Assigns staff to VA committees, community meeting and task forces, reviewing/evaluating performance and making decisions on problems presented by staff. 11. Demonstrates interpersonal effectiveness, develops collaborative work relationships, treats all staff fairly and respectfully, fosters positive work environment.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. (1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. OR (2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA). OR (3) A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA. OR (4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC).
Certification. Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Rehabilitation Counselor, GS-12 (1) Experience. Completion of one year of professional experience equivalent to the next lower grade level directly related to the position being filled.
(2) Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to supervise (e.g. plan, direct, oversee, review work of subordinate staff), assess employee strengths, opportunities for growth, and qualifications to accomplish program goals, adapt work operations, and guide staff. (b) Knowledge of labor/management agreements to effectively manage issues and concerns. (c) Knowledge of applicable accreditation bodies (i.e. Joint Commission and Commission on Accreditation of Rehabilitation Facilities) and their standards to ensure continuous compliance. (d) Theoretical and practical knowledge of a range of rehabilitation delivery systems for the development, implementation, management and growth of rehabilitation programs and services. (e) Knowledge of business administration practices such as managing participant payroll, accounting, budget planning, to successfully operate a rehabilitation program.
(3) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty), and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. The incumbent must serve as first-level supervisor. Provide oversight of a group of RCs at the full performance level and below with administrative responsibility for planning and directing the work. They oversee attendance and leave, including approval of sick and annual leave and vacation schedules. Inform higher-level management of anticipated vacancies or increases in workload. Recommend promotions, reassignments, performance ratings, and retention or release of probationary employees or other changes of assigned personnel. Hold corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolve informal complaints of employees and deals with union representatives on personnel matters. Provide clinical and technical supervision necessary for accomplishing the work of the organizational unit including adherence to the IPS model. Assist in development and revision of comprehensive policies, risk management, and strategic plans based on feedback from stakeholders, accrediting bodies, and program evaluation data. Estimate budgetary needs based on history, anticipated workload, and the production capability of the unit and makes justified requests or proposals. Maintain accounting controls, purchase cards, payroll, and fund control point specific to the CWT-TW Program. Compile statistical reports and data for local and national leadership.
