This position is located within the Veterans Readiness and Employment Division (VR&E). This incumbent of this position will serve as a Supervisory Vocational Rehabilitation Counselor for the Veterans Readiness and Employment (VR&E) Division. The position supervises VR&E staff and is responsible for the administration and workflow of the division. The incumbent exercises technical and oversight responsibility through subordinate employees for the VR&E Division.

Duties

Major Duties Serves as a first-line supervisor for professional counseling staff and other VR&E staff as assigned. Serves as a subject matter expert in the area of Vocational Rehabilitation and Counseling case processing for the staff. Provides general guidance to employees on both work and administrative matters, in accordance with established regulations, policies, procedures, and practices. Assists with the staffing of difficult cases with the Vocational Rehabilitation Counselors and Employment Coordinator(s). Identifies problems with the work, adjusting as needed, to keep the cases moving and ensure accurate, successful rehabilitation scenarios. Ensures that caseload is appropriately balanced among the professional staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in conducting assessments of veterans' employability. Involvement in the development of appropriate vocational goals and subsequent objectives outlined in rehabilitation plans. Providing case management services to veterans while pursuing their rehabilitation plans (e.g. personal contact regarding achievement of vocational goals, referral for medical or ancillary services, and responding efficiently to veterans concerns); Experience in training; and understanding and clearly explaining to veterans, the benefits, and services available through the VR&E program. This position does have an Individual Occupational Requirement (IOR) that must be met in addition to the Time-In-Grade and regular specialized experience qualifications. In order to qualify for this position, you must have the education listed below: Positive Education Requirement: Master's Degree in Rehabilitation counseling that includes an internship. OR Master's Degree in counseling psychology (or related field) that included an internship in rehabilitation counseling and was supplemented by at least 30 semester hours of coursework in the majority of the following areas: foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. OR Master's Degree listed in 1 or 2 WITHOUT rehabilitation counseling internship. Where the internship was substituted for professional experience following completion of a master's degree. [Experience suitable for substation must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocation rehabilitation or closely related professional field that typically has oversight for vocational rehabilitation programs.]Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
