About the Position: Serves as a Supervisory Contract Specialist, Branch Chief, for the Army Contracting Command-Detroit Arsenal #ACC-DTA.
Duties
Provides direction and guidance through subordinate supervisors to a group of professional, technical, and support personnel engaged in in managing, directing, coordinating, and controlling all aspects of a major defense acquisition program.
Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and complex types including the application of new and advanced concepts.
Reviews negotiation strategies on major procurements and provides direction and guidance as required on a variety of types of contracts, and special purpose contracts and agreements.
Exercises full responsibility in the application of procurement laws, rules, regulations, decisions, and other directives.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Acquisitions Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
- This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:
Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Performing pre-award, award, and post award contracting functions including acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract award, and contract administration of assigned acquisition programs; 2) Recommending and deciding on program planning and evaluating long-range acquisition projects; 3) Reviewing contracting work products for objective accomplishment and quality control; 4) Providing technical oversight, setting performance objectives and goals and assigning work to subordinates; and 5) Reviewing and approving subordinate leave requests, individual development plans, and preparing subordinate performance appraisals.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
