About the Position: Assists in tracking and organizing budget data, prepares basic reports on obligations and expenditures, and identifies discrepancies. Inputs financial data into systems like CEFMS and P2, ensuring accuracy. Supports budget preparation by gathering and organizing data, comparing actuals to budgeted amounts, and helping prepare reports. Provides administrative support in managing financial records and assists with monitoring and reporting on project financial performance.
Duties
Prepare and manage annual operating budgets based on historical data and program requirements, ensuring accurate allocation of funds and alignment with organizational financial goals.
Generate and review detailed financial reports for monthly program status reviews, analyzing actual expenditures versus budgeted figures and recommending necessary adjustments to ensure financial objectives are met.
Establish and monitor Funded Work Items (FWIs) for Civil Works projects, ensuring proper allocation of funds, tracking expenditures, and maintaining up-to-date financial records for project success.
Analyze discrepancies between obligations and expenditures, research regulatory compliance issues, and provide recommendations for corrective actions to maintain financial accuracy and ensure adherence to regulations.
Coordinate mid-year budget reviews, adjusting budgetary allocations based on actual expenditures, and provide advice on budgetary matters to ensure proper fund use and resource optimization for ongoing projects.

For GS-09:
Specialized Experience: One year of specialized experience which includes: 1) Tracking and/or organizing budget data; 2) Preparing reports on obligations and expenditures; 3) Comparing actual expenditures to budgeted amounts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11:
Specialized Experience: One year of specialized experience which includes: 1) Tracking and/or organizing budget data; 2) Preparing reports on obligations and expenditures; 3) Comparing actual expenditures to budgeted amounts; 4) Preparing project financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
