About the Position: This position is in the Mississippi River Navigation Project Office, St. Paul District. As the Program Analyst, the primary responsibility revolves around designing and implementing strategic communications and stakeholder engagement initiatives for the District's Navigation Program. This position may be eligible for a relocation or recruitment incentive based on agency needs.

Duties

Formulating and executing strategic stakeholder engagement efforts. This involves comprehending and addressing the interests, needs, and values of stakeholders. Regularly gathering and leveraging stakeholder feedback, enhancing communication strategies and materials. Establishing and tracking evaluation metrics to measure the efficacy of stakeholder engagement strategies. Attending national, regional, and local conferences and meetings, remaining up to date with strategic outreach goals and objectives for the navigation program. Assisting in the planning, design, construction, operation, and maintenance of navigation infrastructure and facilities. Providing assistance in the preparation of correspondence, articles, speech materials, and reports. Presenting at national, regional, and local forums, both internal and external to the Corps, effectively disseminating the strategic outreach goals and objectives of the navigation program. Developing marketing brochures, newsletters, and graphics which serve as valuable tools in ensuring the broadest dissemination of the District Navigation Program's goals, strategies, capabilities, and successes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year probationary period may be required.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes planning, directing, developing, and managing strategic communications. Soliciting, organizing and following up on internal and external feedback. Establishing strategic objectives and performance measurement standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunications and MediaPlanning and Evaluating Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
