This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics, and Operations (RLO), located in Washington, District of Columbia.

Duties

-Assists in developing the overall strategy for Real Estate (REL) and participates in a continuing assessment of the effectiveness of Real Estate, Logistics and Operations (RLO) in carrying out its mission and meeting the needs of its customers. -Providing leadership and supervision to staff formulating and managing a variety of agency-specific HR policies and programs. -Coordinating and leading data calls and requests for information from agency and Program Support Center leadership. -Providing leadership in coordination with the Real Estate, Logistics and Operations Director on the planning, execution, and evaluation of high-level management initiatives, recurring requirements, or programs spanning Real Estate, Logistics and Operations or the Program Support Center.

Qualifications

Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: -Providing advice and oversight related to administrative matters such as human resources, contracting and procurement, budget and fiscal management, real property asset management, facilities, travel, and emergency management. -Recommending and presenting solutions to sensitive, controversial, and critical issues affecting programs via oral and written communication (i.e. technical documents, legal memos, briefs, justifications, and speeches). -Monitoring progress toward strategic organizational goals by evaluating organizational performance and taking action to improve performance. -Managing, directing or supervising the work of employees engaged in all facets of administrative support services. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
