As an Operations Officer, you will:
Serve as a supervisor of assigned professional, technical, and clerical staff and as the key Hub official for internal operations of the Hub, including the Hub's Satellite Office(s). Report directly to the Multifamily Hub Director. The staff of the Operations Officer provides program analysis, support services, and contract management services to the Hub and Satellite Office(s).
Be responsible for managing the efficient and effective coordination and accomplishment of support and contract management services to the Hub and Satellite Office(s) within the jurisdiction. Apply an extensive knowledge of management concepts, principles, methods, and practices and knowledge of government contracting processes.
Direct the work of staff members performing similar or identical tasks, including those performing support functions. Be responsible for performing tasks typically identified as supervisory in nature, including approving leave, assigning performance elements and standards, and rating employees.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Analyzing business operations and making recommendations for new or revised policies and procedures to increase operational efficiency; AND
- Supervising or leading a team of employees and monitoring their progress towards accomplishing goals and meeting deadlines; AND
- Providing administrative and technical support functions such as contracting or procurement oversight, program analysis, or monitoring work operations; AND
- Coordinating training needs, and evaluating or developing performance standards and goals.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
