Qualifications
Specialized Experience for the GS-11One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience conducting qualitative and quantitative data analysis.2. Experience managing new work methods or processes.3. Experience communicating to key stakeholders in planning studiesOREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level
Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience using analyzing quantitative and qualitative data to assess program effectiveness.2. Experience presenting project status updates to senior leadership.3. Experience recommending new work methods and techniques.
Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience using qualitative and quantitative data to make recommendations on program improvements.2. Experience managing multi-function projects.3. Experience evaluating tools and techniques to measure the efficiency of assigned programs and projects.

You may meet the minimum qualifications of this position by meeting the following education options.
Ph.D.
or
equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
GS-12 and GS-13
Education cannot be substituted for grade level.
