This position is located in Federal Student Aid, various Business Units within Washington, DC and listed Regional Offices. The Office of Federal Student Aid and its subordinate Business Units is responsible for awarding billions of dollars in federal student aid funds.

Requirements

Qualifications

Specialized Experience for the GS-11One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience conducting qualitative and quantitative data analysis.2. Experience managing new work methods or processes.3. Experience communicating to key stakeholders in planning studies OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience using analyzing quantitative and qualitative data to assess program effectiveness.2. Experience presenting project status updates to senior leadership.3. Experience recommending new work methods and techniques. Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience using qualitative and quantitative data to make recommendations on program improvements.2. Experience managing multi-function projects.3. Experience evaluating tools and techniques to measure the efficiency of assigned programs and projects. Competencies/Knowledge, Skills, and Abilities (KSAs) Your qualifications will be evaluated based on your responses to the online assessments completed during the application process. You will be assessed on the following Competencies and scored differently depending on the grades of 11/12/13 of proportion to the competencies below: Organizational Performance Analysis: Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Customer Service: Ability to anticipate and meet the needs of both internal and external customers. delivers high-quality products and services; is committed to continuous improvement. Planning and Evaluating: Skill in organizing work, setting priorities, and determining resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

You may meet the minimum qualifications of this position by meeting the following education options.

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

GS-12 and GS-13

Education cannot be substituted for grade level.
