THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. This position is for a SUPERVISORY FACILITY OPERATIONS SPECIALIST, Position Description Number D2797000, and is part of the Montana Army National Guard, Garrison Training Center. Duties

Formulates plans, programs, policies, and directs activities pertaining to the operation, maintenance, repair, rehabilitation, and improvements to all real property facilities. Facilities may include buildings; roads and grounds; streets; parking areas; airfields; water; sewage and electrical systems; cold storage plants; refrigeration equipment; air conditioning and mechanical ventilation systems; liquid fuel storage and dispensing systems as well as trash and garbage collection systems. Recommendations to the Base Operations Manager for building use and assignment based on facility, and physical space utilization studies conducted by the Civil Engineer. Identifies facilities suitable for emergency operations center (IX) locations, fallout shelters, and other potential emergency facilities. Manages the facilities engineering program at the GTC. Plans work to be accomplished through subordinate supervisors, who supervise a fluctuating staff dependent upon customer needs. Sets overall priorities and prepares long range schedules for completion of work. Selects or recommends selection for supervisory and nonsupervisory positions of State, site contract, technician, military, temporary, and seasonal employees, within the organization under his/her supervision. Prepares and reviews performance standards for subordinates. Serves as the appraiser or reviewing official. Responsible for reviewing, accepting, or amending work of subordinates and rejecting work not meeting established performance standards. Actively supports and promotes EEO, Upward Mobility and other special emphasis personnel programs. Maintains an effective position management program. On an annual basis, reviews and/or monitors the review of subordinate position descriptions to ensure accuracy. Approves/disapproves personnel actions such as promotions, reassignments, and performance recognitions. Approves and disapproves leave. Receives complaints and grievances and resolves those which can be informally resolved, and/or makes recommendations for resolution to the appropriate deciding official. Responsible for the preparation of the five-year construction program. Coordinates with other directorates and major commands for input data to establish priorities for the Military Construction Army National Guard (MCARNG) programs. Prioritizes facility requirements for the development of future MCARNG programs, including major and minor projects for approval of the Base Operations Manager. Monitors the status of projects consisting of architectural and engineer (A-E) plans, drawings, site surveys, other documentation for MCARNG, and Operations and Maintenance Army National Guard (OMARNG) programs. Makes adjustments to the 5-year plan when required. Formulates and submits to the Base Operations Manager the MCARNG budget for the fiscal year. Determines fund availability and alternate funding sources. Oversees the programing and coordination of engineer resources. Develops the DPW operating budget. Monitors cost accounting and fund control activities within and approves local purchase actions. Formulates long range work plans and schedules for the Annual Work Plan (AWP) addressing resources necessary for accomplishing recurring repair, rehabilitation and maintenance projects and periodic/seasonal services such as utilities and grounds maintenance, snow removal, and fire protection. Forecasts material, equipment, and personnel requirements for completing scheduled work on a time phased basis throughout the year to achieve balanced management programming. Programs and projects yearly requirements for major and minor engineering, construction, and maintenance, activities at the GTC. Establishes procedures for the storage, control, and safeguarding of engineer equipment and construction materials. Monitors stock levels ensuring necessary and proper stocks are maintained. Responsible for the maintenance of necessary records relating to authorization, progress, production, and cost, of construction material used. Projects include those accomplished by troop labor, and maintenance and repair projects accomplished throughout the year by any combination of resources. Programs and plans for projects to be accomplished by military engineering units during Annual and/or Weekend Training by coordinating the projects with DPW supervisors and unit Commanders. Ensures availability of building materials needed. Estimates overall cost and assures delivery of materials to the GTC for the construction/engineering unit's training period. Responsible for implementation of the environmental protection program for the GTC. Assures compliance with federal, state, and local agency requirements on matters concerning air and water pollution, ecological problems, insect, rodent, and weed abatement and similar programs.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

Military Grades: Warrant WO1 - CW5; Officer O1 - O5 GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 1-year equivalent to at least next lower grade level experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
