THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE BARGAINING UNIT POSITION. This National Guard position is for a FACILITY OPERATIONS SPECIALIST, Position Description Number D0537000 and is part of the Montana Army National Guard, CFMO. Duties

This position is located in the Construction and Facilities Management Office, Operations Branch. The primary purpose of this position is to provide technical assistance in the identification, administrative development, coordination, and execution of the statewide facilities construction, operation, and maintenance programs. Participates in the development of long-range programs which provide facilities for the performance of administrative, logistic, maintenance and training functions of the Army National Guard (ARNG). Analyzes and determines facility scope and priorities. Determines the most economical arrangement for identified facility utilization. Provides guidance on the development of facilities operations and maintenance methods, standards, and techniques. Recommends and implements preventive maintenance procedures to ensure life expectancy of operational facilities. Prepares initial plans and specifications for alterations/repairs. Reviews historical maintenance data and writes reports to explain technical difficulties in maintaining facilities and recommends solutions. Assists and provides guidance to facility managers/building custodians in determining safe, effective, and economical use and operation of Army National Guard (ARNG) facilities. Reviews construction and maintenance requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Assists in identifying appropriate funding sources and/or project resources. Processes programming documents to include project booklets, initial cost estimates for construction, maintenance, or repair of facilities. Coordinates preparation of architectural and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Assists in review of architect and engineer design and space criteria for economical utilization of facilities and equipment. Coordinates with military, federal, state, and local government agencies on matters concerning fire prevention, protection, and suppression. Performs routine inspections of existing facilities to ensure ongoing maintenance is accomplished within applicable guidelines. Assists the Engineering Technician in final inspections of new facilities and projects to ensure compliance with OSHA and contract specifications. Ensures maintenance of necessary records relating to authorization, progress, production, cost, and materials used incident to minor construction projects accomplished by troop labor, and major maintenance and repair projects accomplished by any combination of resources. Reviews training site and service agreement payments for compliance with NGB guidance. May serve as administrator of the Major Capital Maintenance Rehab program. Performs other duties as assigned.

Qualifications

Military Grades: Enlisted: E1 - E9 Warrant: WO1- CW5 Officer: O1 - O4 GENERAL EXPERIENCE: Experience, education, or training which has provided you with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year equivalent to at least next lower grade level experience, education, or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to design projects that have applicable precedents or plan approaches to perform assignments using well-established occupational methods, techniques, processes, and precedents. OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR A combination of Specialized Experience and Education which is equal to 100% of the requirements. PLACEMENT STATUS/TENURE OF SELECTEE: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available. INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position. INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).
