The position is located in the Office of the Assistant Manager for Safeguards and Security (AMSS) in the Nevada Field Office (NFO) providing oversight of classified/unclassified information security programs providing oversight of programs developed and implemented by prime contractor(s), ensuring adequate protection and control has been applied to information and materials of national security interest and programs have been implemented in accordance with DOE/NNSA security requirements.
Duties
Plans, organizes, and leads or personally performs analytical studies.
Develops, in concert with senior National Nuclear Security Administration officials, internal guidance for use by headquarters, site offices, and contractors in preparing program budget materials.
Assesses and analyzes program effectiveness through use of multiyear performance measurement tools, devising new analytical methods as needed.
Serve as team leader and represent and defend National Nuclear Security Administration/Department of Energy interests in negotiations with outside entities and as a leader in strategic planning, including development of program planning and documentation for one or more key programs.
Coordinates development of technical and operational plans for headquarters and/or field components in programs of major interest to other Federal agencies and/or other nations.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12.
Specialized experience for this position is defined as:
Experience in interpreting and applying security standards in evaluating and approving cyber security methodologies.
Examples of Specialized Experience are:
1. Experience in IT systems design, system controls, and project management techniques to perceive vulnerabilities.
2. Experience developing the principles of cyber security and development of cyber security policies, procedures and standards.
3. Experience making recommendations to leadership concerning overall plans and proposals for complex IT project related to ensuring the efficiency and effectiveness of operations and timely resource provisioning.
