This position is located within the Office of Information & Technology (OIT), End User Services (EUS), End User Operations (EUO), District Operations, at a Veterans Administration duty location within the U.S. The incumbent serves as a primary advisor and point of contact to the Area senior IT executive manager and management officials on information management (IM) issues and IT projects under development or planned for the serviced organization(s).

Major Duties: Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure. Work involves the planning and delivery of VA point of service customer support, including installation, configurations, troubleshooting, customer assistance, and/or training, in response to customer requirements in support of site functions. Oversees and assures interoperability, integration, and operations for the installed base of hardware and software, and continuity of operations. Ensures that corporate IT assets are properly protected against intrusion and damage via the installation of firewalls, virus scanners, port blockers, access control lists, physical security measures, and other security measures. Conducts trend analyses to identify areas where additional customer training and assistance is needed and initiating appropriate action, such as defining new training requirements; and providing group and individual training on technical issues and new or modified technologies. Develops and executes IM Program goals and objectives, including strategic planning, short range and multi-year IM master plans to meet and forecast requirements and IT for all elements. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. The Selective Placement Factor for this position is: Possess IT Supervisory skills and have a background with extensive working experience in operations, supervision, and management of IT delivery systems and equipment. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as possessing IT Supervisory skills and have a background with extensive working experience in operations, supervision, and management if IT delivery systems and equipment. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This experience must be evident in your resume for consideration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
