Incumbent serves as executive secretary to the Chief, Clinical Resource Management (CRM). This Service has 40 employees and is comprised of an Administrative Clinical Resource Management Section and a multifaceted Clinical Section serving Veterans needs. The incumbent must be effectively able to handle administrative details involved in the management of office procedural problems that may arise.
Duties
Major duties include:
Responsible for for a wide variety of secretarial and administrative duties.
Relieved the Chief of administrative details.
Serves as spokesperson for the Chief when necessary.
Receives incoming calls and visitors, determining how they should be referred.
Received and screens incoming mail and publications.
Maintains controls on incoming correspondence, reports, etc., insuring timely reply or action.
Keeps Chief informed regarding appointments, deadlines and other necessary action.
Relays messages and instructions from the Chief.
Schedules department/station meetings of professional and nonprofessional staff.
Conducts research, gathers background information material, assembles and summarizes information from files, documents and other available sources for the Chief, Clinical Resource Management.
Performs office automation work and database management utilizing Vista, word processor and personal computer.
Takes and transcribes dictation.
Is independently responsible for the correct punctuation, spelling, grammar and arrangement for transmittal which frequently involves complicated spacing to meet the limitations of format.
Serves as a consultant for other employees in the preparation of correspondence.
Answers questions on policies/procedures and disseminates information as necessary.
Makes all arrangements for the Chiefs travel, including schedules, itineraries, appointments and reservations.
Serves as timekeeper for all professional and clerical employees and as alternate timekeeper for all other employees within the service.
Utilizes cost accounting procedures and computer programs for fund control points.
Functions as the Automated Data Processing Application Coordinator (ADPAC) for Clinical Resource Management.
In the performance of duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the specialized experience requirements, you must be able to type at least 40 words per minute.

To qualify for this position at the GS-6 level, applicants must meet the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal Service, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a Secretary (Office Automation), GS-6 position, and that is typically in or related to the work of this position. Specialized experience includes: receiving visitors and telephone calls to the office; scheduling appointments; coordinating meetings and conferences; preparing correspondence, reports, memoranda, and other forms of written communication; preparing travel arrangements; utilizing office automation software and maintaining files. This experience must be detailed in your resume to receive credit.

Preferred experience: Skill in use of computer and subsequent software (Microsoft Word, Microsoft Excel, Microsoft Access and Microsoft Outlook) to prepare correspondence and other materials (i.e. organizational charts, graphics, spreadsheets, outlook messages), as well as initiating and following up on work orders as necessary on a timely basis. Skill in use of a computer (as well as a calculator) for budget control and fund point control point reconciliation. Skill in using and Maintain office equipment such as dictation equipment, calculators, computer, copy machine, and facsimile machine.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
PHYSICAL REQUIREMENTS: The work is sedentary. Typically, the person in this position may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
