This position serves as a Project Manager (PM) for the Office of Railroad Safety Office of Program Management. S/he is responsible for the development, implementation, and management of the Federal Railroad Administration’s Office of Railroad Safety (RRS) Inspector Apprenticeship Program (IAP) and overseeing the technical aspects to ensure project success and that intended outcomes are achieved.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience advising leadership concerning ongoing program development and policies associated with managing a program.
Experience developing recommendations of operating plans, budget, and contracting manpower requirements in support of managing a program.
Experience developing annual and long-range plans that anticipate change requirements based on evaluation of input received from agency management.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge Management: Knowledge of the value of collected information and the methods of sharing that information throughout an organization.
Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Communication: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
