The purpose of this position is to serve as the Chief of the Administrative Services Division (ASD) of the Copyright Office. The Chief directs the staff and activities of ASD, which manages human resources, labor relations, training and staff development, security, safety, facilities, and small administrative procurement support for the Copyright Office.

Duties

Provides authoritative guidance on human resources matters as they affect the Copyright Office and develops and recommends appropriate human resources policies, procedures, standards and guidelines. Performs a variety of administrative or management related special assignments for the Assistant Register and Director of Operations. Assists in the formulation and implementation of the short- and long-range administrative support activities of the Copyright Office. Represents the Copyright Office on human resources, safety-, security-, and facilities-related Library-wide committees and task groups, and organizes and formulates information on administrative issues and services.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.  Ability to provide administrative program management, evaluation, and oversight for a federal human resources component of an organization** Ability to supervise and lead a diverse workforce.** Ability to interact collaboratively with others and provide consultation or liaison services. Ability to exercise judgment and discretion. Ability to communicate in writing. Ability to communicate effectively other than in writing.
