About the Position: This is a Senior Realty Specialist, GS-1170-12 position with the U.S. Army Corps of Engineers, Omaha District, Real Estate Division with responsibility for providing real estate management advice and resolving especially difficult realty transactions for Military and Civil Programs. Assignments require the ability to plan, negotiate, manage, dispose and relocate property and, in some cases, the property must be demolished.
Duties
As a Senior Realty Specialist, you will:
Plan, administer, coordinate and direct Real Estate program functions for civil works and military customers.
Promote and maintain effective working relations with the public, State and local governments, military components, and other federal agencies within the District's areas of responsibility.
Plan and discuss assignments, organize work for effective utilization and for meeting assigned schedules and objectives.
Review noted or referred problems involving several or different interpretations or applications/or controversial interpretations of methods
and procedures.

Specialized Experience at the GS-11: One year of specialized experience which includes process various real estate land and building cases Processing various real estate land and building cases (e.g. Lands, Easements, Rights-of-way, Relocations, and Disposal area, etc.); and conduct field examinations for economic feasibility and adaptability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education (GS-11): Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate Law, Business, Development, and related Real Estate degrees. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience (GS-11): A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement (GS-11): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Specialized Experience at the GS-12: One year of specialized experience which includes 1) Experience using a wide range of real estate laws, principles, concepts, policies, regulations, authorities, methods, or practices; OR 2) Negotiating complex agreements that are politically sensitive in nature: OR 3) Performing the acquisition of real estate by either lease or direct purchase. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS 12 grade, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
