A successful candidate in this position will support the NNSA Pantex Field Office (PFO), Assistant Manager for Programs & Projects, and is accountable for the programmatic work scope associated within the areas of assigned responsibility to include: budget development; coordination with Headquarters' Federal Program Managers; monitoring and assessing performance; and providing input regarding the Management and Operating (M&O) Contractor's performance.

Duties

As a General Engineer/ Physical Scientist, you will: Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Develop management and/or program evaluation plans, procedures, and methodology. Identify and establish contractor performance metrics required for use in the management and direction of programs. Perform assessments to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff. Evaluate assigned sections of the contractor's long-range plans, budget submissions, and work authorization directives within areas of responsibility to determine conformance with policies and guidance provided to the contractor. Review and evaluate contractor's budget for justification of expenditure proposals in relation to available resources and workload requirements. Monitor progress, budget and develop and coordinate status reports on assigned functional areas. Evaluate field site and/or contractor performance. Conduct annual reviews of strategic plans, management commitments, regulatory compliance agreements and incentive contracts and fees to ensure consistency with program guidance and approved baselines, reviews/improves critical path, and recommends performance measures, and other major milestones/events.

EN 03: In addition to the positive education requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN-00 or GS-11. Specialized experience is defined as: Conducting at least three (3) of the following four (4) activities: 1. Reviewing regulatory compliance of programs plans, and/or long-term strategies. 2. Reviewing required guidance, program plans, and/or long-term strategies. 3. Identifying potential problems and issues with program management. 4. Reviewing risk management strategies on programs of varying complexity. Examples of Specialized Experience include but are not limited to: - Reviewing regulatory compliance of programs consistent with industry practices such as assessments, audits, meeting internal/external guidance/regulations; - Reviewing required guidance, program plans, and/or long-term strategies such as strategic planning; - Identifying potential problems and issues with program management such as addressing audit findings, streamlining processes; - Reviewing risk management strategies on programs of varying complexity such as bridging strategies, control/mitigation processes, identifying risks. 801 Basic Requirements:

A
. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B
. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

1301 Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience --education equivalent to one of the majors listed above that included at least 24 semester hours in physical science and/or related engineering science, and appropriate experience or additional education.
