This position is located in the Administrative Management Section (ADM). As the Human Resources Specialist, you will provide primary guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members in at least two of the following areas: retirement, benefits, performance management, awards, leave, payroll/time and attendance and HR Information Systems.

The incumbent will serve as a Human Resources Specialist. Duties include, but are not limited to:
Providing technical support and training to timekeepers and employees on the use of the Department's timekeeping system (currently, webTA).
Serving as the supervisors' and timekeepers' POC and authority for resolving procedural problems related to the completion and submission of time and attendance.
Serving as the primary POC for payroll related matters, researching and analyzing individual cases to determine the appropriate solution to pay problems, and providing information and initiating corrective actions with the National Finance Center (NFC).
Reviewing, verifying, and processing a variety of payroll documents impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits and other deductions.
Serving as the liaison with NFC and the Department's Financial Systems Payroll Systems Group in dealing with issues associated with NFC's payroll/personnel systems interface and departmental processing procedures.
Serving as the NFC Agency Security Officer and system administrator for other payroll/personnel systems including WebTA, eOPF, and USA Staffing.
Preparing correspondence on sensitive, complex, or highly contested case matters and retirement determinations.
Counseling and advising Division employees on benefit entitlements.
Advising managers and employees on leave-related policies and work life programs.
Managing the Division's performance management program and serving as the Division's Performance Management Program's super-user and trainer.
Performing other duties as assigned.
Qualifications
Specialized Experience Requirements
For the GS-13, candidates must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, public or other private sectors that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes FIVE of the following:
Serving as the subject matter expert on time and attendance and payroll;
Processing and analyzing time and attendance and payroll issues through the National Finance Center (NFC), or another comparable payroll/personnel system;
Updating data, using HR database systems to assure information is accurate and is available on a timely basis to query, retrieve, and analyze information for the completion of assignments;
Developing policies and guidance to assist managers in determining the correct pay and leave compensation for employee;
Verifying and calculating creditable service for federal leave, retirement, and benefits applications;
Utilizing human resources systems, such as NFC, EPIC, INSIGHT, to process updates to employee benefits information, solve benefits issues and code/process personnel actions for retirement, benefits, and leave related transactions;
Managing performance management programs and assisting with the establishment of critical elements and standards using an automated system such as USA Performance;
Gathering and analyzing workforce and manpower data and trends.
For the GS-12, candidates must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service, public or other private sectors that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes THREE of the following:
Serving as the subject matter expert on time and attendance and payroll;
Processing and analyzing time and attendance and payroll issues through the National Finance Center (NFC), or another comparable payroll/personnel system;
Updating data, using HR database systems to assure information is accurate and is available on a timely basis to query, retrieve, and analyze information for the completion of assignments;

Time-In-Grade Requirement: Applicants who are current Federal employees applying for a higher grade must meet time-in-grade requirements by the closing date of this announcement. You MUST provide an SF-50, which shows position, type of service appointment, tenure group, grade, duty location, and salary.
